Near to each of the shelters, there is now a shelter speaker. If you interact with it, you can remove a CPU.
Some of the stronger electrical items drop the highest-level electronics item. (You'll probably need the sledgehammer to break them.) I don't remember everything, but the power boxes outside buildings seem to be a good source.
You may want to try an easier shelter first (I'm assuming the ones closer to the "start" are easier). That may give you a few more resources that will help for a harder shelter. (It is too bad there isn't a way to upgrade the electronics to higher levels, like can be done with wood and metal.)
(I hope I didn't miss out on the CPUs for the shelters I already did.)
I didn't get that puzzle either, I solved it simply by moving the blocks on different plates and constantly checking if any of the three doors opened
