Quite annoying.
EDIT 2: Reading more posts about using a gamepad it sounds like the game used to have controller configuration in its menus and then shifted to using the SteamVR configuration system. The Controls menu item is probably there as a legacy item that's used in other versions of the game (Rift/Playstation VR).
These days on my Vive wand controller.
1) Start Moss
2) Press the Vive system button to bring up the system menu (where you view the game library etc)
3) Click on the Moss icon at the bottom centre
4) Select "Controller bindings"
There I could select "Choose another" to change to a second stock setup called "Vive Controller (Touch to move)", which was what I needed to use a gamepad. I think you can probably further define actions as custom controls but I'm too new to the SteamVR to be bold enough to touch it for now.
