What is the a trigger for White Dandelions?

The fandom wiki says they are available on the decorative isles year round but I have been going to the isles I can reach since day 2 spring 1 (currently on day 14 spring 1) and I have only seen white daisy flowers. I have had the request for them for 2 days and nothing has shown up. So if the request doesn't trigger them growing what does?

its on one of the some of the outer islands you'll need a glider to get to them, theres a island called dev island where all the colors grow

To save you time and headache you can actually make flooring from wood/glass and build your way across the sea to the islands instead of worrying about gliding to far which could possibly leave you stranded for the day.

The little island between the forest and the town (across from the white cat) is a source for the white dandelions, but they are pretty rare. Alternatively, my 'reward' for completing the Battle Island included 3 white dandelion seeds (I'm sure it's a pretty random reward though) - just make sure to visit at the start of the day (after milking any critters since they lose their milkableness), since the first time I tried to visit my game hung and I needed to restart.
The decorative isles are fairly consistent in the types of flowers they have (eg cosmos or dandelions) with the variety being in the colours, so once you've found one which has coloured dandelions, just make sure to revisit each day to look for a white one.
The wooden foundation is probably the cheapest way to build a path to the islands, though you'll still need a lot of wood.

@Suelyn Well I have been trying even dev island like it was suggested, and still nothing growing anywhere except that little island you reference does have daisies but nothing else (well honey) but no other flowers. That was why I was wondering what the trigger was. I am on day 25 now and I just got my 3rd Shop upgrade and the "new flowers" mail from Thorne but I am busy with trying to get Easter done and have yet to check things out.

So after the 3rd shop upgrade you start getting the different color dandelions growing on the decorative islands.

I have found the coloured dandelions before buying the 3rd shop upgrade (I focused on buying the other buildings), but I don't think I've started looking before probably late spring, so it could just be a certain date (related to those messages from Thorne) when they start appearing. Good luck finding them.

I think new flora is from any major upgrade from the construction workbench thing as I was getting a lot of mail about new items appearing and I didn't get 3rd shop upgrade for awhile. I was focused on adding new merchants in town.

So this is what I observed:

My first file I upgraded to shop 2, upgraded my backpack, got a coop, moved in the blacksmith, did alberto's forest quests about the glider, then moved alberto in, bulletin board, visited hash, made boards for hash, did the miner's camp, removed the thorns, started feeding bunnies and cats, built the museum all by the 20th of spring. No colored dandelions showed up until the 25th which was the day after I upgraded my shop to level 3.

My second file I didn't do any of the move ins, no coop, only the bulletin board and upgrades to my shop with level 3 on spring 7. On spring 8 I got the letter "new flowers" from thorne and I went to the decorative island between town and the forest where the colored dandelions grow and I then had colored dandelions growing when it was only white daisies the day before.
