Try downloading the game and seeing what options for additional content will be able available to you upon launch.
If something's wrong - you might want to contact steam support.
I went through the news trying to find any info about this and only thing I could find is Complete edition which indeed contains everything.
I do not have an option to buy it from the Store page but when I click on the news I can buy it from there. It is a bit weird but well. That complete edition contains base game and the last 3 DLC from Expansion pass. Apparently the Year One edition is considered the base game because that is what is removed there for me (also the first DLCs are not listed) - and rest is labeled as bundle. So I can technically get 34% discount on the 3 DLCs because of this weird bundle.
This is weird and not a big fan.
Might buy it at some point if there is a sale but I am bit disappointed.

I do agree that it was a weird move and causes confusion exactly like this thread, but ultimately your game should have everything in it.
Negative. When I start the game it says Phoenix Point Year One Edition.
Top left corner is add for Activating DLC Kaos engines (clicking on it sends me to Steam shop).
When I hit start new game Kaos Engines, Corrupted Horizons and Festering Skies are just marked available without checkbox to activate them and clicking on them sends me to Steam shop page.
Nope, just the stuff tied to Year One edition.
