To recruit new soldiers, go to the Personnel menu at the bottom, then select Recruits at the top. On that screen it will show you any new available recruits. Also, sometimes there are dots on the map with an icon of a yellow person where you can recruit from as well.
You don't really change classes. A soldier has a primary class that it starts with and then when it reaches level 4, there is an upgrade for "New Class" that costs 50 SP where you can add the secondary class.
as for the classes yh i know the new class skill trait lets me pick a new subclass
only getting sniper and heavy training showing up,
cant figure out how to get the main class/classes to be something like sniper or one of the others...
as i dont fancy having squad load outs ending being pretty much only assault class
even with the better class mod im feeling a little disappointed in the actual amount of roles i can pick :<
You need to complete some golden path early game research to unlock both recruitment and base activation protocols.
The soldier recruitment protocol is called exactly that. Once you research that - you can either hire people form the population using only food in your RECRUITS screen, or you can hire new soldiers straight from faction havens.
Optimally - you should do the latter as faction soldiers already come pre-equiped with their faction gear (full set on 1/4 and 2/4 difficulties, only armor on 3/4 and ♥♥♥♥♥ on 4/4), and ALSO they tend to have higher starting stats than random recruits.
The higher level they are - the more stats they will have upon hiring. Prefferably you should avoid hiring level 1 and 2 faction soldiers, unless you're desperate. LV3 is the golden standart, and anyone above that are basically elite soldiers in the making.
You don't build bases - you activate pre-existing ones. They are always in the same spots on the map. There's like 20 of them all over the world.
In order to do that you need to complete uh... "Phoenix Archives" research or something like that. Once you do that - you can see all the bases across the world and activate any one of them. They look like points of interest with Phoenix Point insignia on them.
Each consecutive activation will cost more and more.
You should be activating them as you explore to expand your influence and scan range, and prefferably you should do it near mist hotspots and before the mist reaches them, as bases activated already within the mist will be infested and your soldiers will have to clean them out before they'll be usable, not to mention that pandorans will get an opportunity to damage the facilities increasing the repair cost.
Cross-classing is unlocked when soldier reaches level 4.
They do not have a new skill on that level, instead they have a "+" button there.
If you press that button - it you will offer your to cross-class the soldiers with another class. NOT CHANGE IT. The soldiers will be both classes at the same time - having access to their respective abilities and weapons.
The cross-classing costs 50 Skill Points to perform.
You can only cross-class to classes you have research of. By default's that the Assault, Heavy and Sniper. In order to cross-class into Technician, Berzerk, Priest or Infiltrator you'll have to get the respective class-research from faction that fields them by either getting it randomly as gift for good relationships or stealing it from one of their havens, provided you can find it.

and to finally be allowed to build i need to at least complete phoenix archives
right o cheers...
as for the classes....ooof.... so theres only 3 classes
and the "other classes" are literally just subclasses and nothing else
christ lol really takes a bit of getting used to PP's system over XCOM and Xenonauts

The Technicians, exclusive to New Jericho, are a support class that play 2 major roles:
- Playing a role of a team medic by healing everyone with their special robo-hands. And they even have a special skill that can repair broken limbs which is super useful for when one of your snipers catches a bullet to the hand;
- Spamming deployable turrets, engineer style. Those turrets are ♥♥♥♥♥♥♥ mean and can tear enemies into shreds if they get close enough. And technicians can even provide them with extra shots.
The Infiltrators, exclusive to Synedrion, are a stealth-focused scout / sabotage unit.
Their primary gimmick is that their gear has very high stealth multiplier, which means enemies have trouble finding them, especially at night.
They can deploy decoys to draw enemy attention from your actual troops, have a chance to stun or even deal extra damage when shooting enemies while undiscovered, and can use class-exclusive Drone Deployers - a special weapon that shoots spider drones who act as additional scout units scouting areas ahead of your squad, but also act as walking grenades as they can detonate on command.
Their weapon of choice are crossbows - which basically act as two-handed pistols: 1 AP shot for 60 damage, but with decent range of 32. The only issues with them is that they have to reloaded very often.
The Priests, exclusive Disciples of Anu, are a support unit based around crowd controlling enemies rather than dealing direct damage to them.
Their weapon of choice are Viral weapons that deal very little damage and instead stack Virus on enemies, sapping their will points. Something that Priest then can exploit by forcing them to panic or even taking direct mind control.
But more importantly they are famous for their Frenzy Mutated Head which grants them with ability to buff the squad with +50% extra Speed for like 3-4 turns. It's pretty much meta to have one in any squad of 6 people or more, as that extra Speed provides your squad with lots of tactical opportunities they otherwise wouldn't have.
The Berzerker, also exclusive to Disciples, is a melee-focused damage dealer and dedicated armor shreder. They use pistols to get close, before smacking enemies with their melee weapons - which are VERY strong.
Their level 2 ability grants their next attack with 30 armor shred. ANY attack, grenades included. You know what a grenade with 30 armor shred can do? Horrible things, that's what.
As they gain levels - they gain ability to increase their speed and damage proportionally to health lost, ignore broken limbs and their ultimate level 7 ability allows them to use ANY weapon for only 1 AP.
They play a somewhat same role as heavies, only less tanky and more murdery.
Best deployed alongside Frenzy Priests, so that they had easier time getting into melee range.
