PP got its' unique quirks, but i don't think they're enough. Hopefully PP2 (if it ever becomes a thing) will be much better.
Phoenix Point only has a better targeting system (in my fragile opinion), very interestingly designed monsters and a very nice setting. But the more deliberately cliché, traditional setting of XCOM has its charm too.
Positively shocking!
I have a lot more time in PP than in XCOM2.
Then again, some folks like cream of asparagus soup. Others like raw seafood. Don't limit yourself by the opinions of others.

Both games are REALLY good.
Phoenix Point is 100 % worth to play, if You like these games,
Phoenix Point have interesting targeting system and enemies based on Lovecraft horror , which is very cool compareble to comics style XCOM2
But as tactical turn-based game, XCOM wins
