Tobias fortress wont progress

Tobias has started buildning his fortress, in the mision lists it says: "Tobias West´s fortress is under construction"
After waiting for a few days for something more to happen i took a Manticore the haven in question to see if something would happen. Nothing did happen. After a few more days i took a look at the haven "Haven info" and there it says:

1d, 0%
Under construction

Stuck there for days, no progress.
Is there a way to jumpstart it? I have no saves left befor the building started.

I allso have a mission to destroy a pandoran citadel but i can't find any citadels. This mission has allso been upp there for many days. How do i find a Citadel? Would this mission lead forward in the game?

Can i go forward or is the game doomed?

as far as i can remember, the fortress took A LONG time to build. Citadels will come eventually but technically you don't have to do one.

Well, it´s been 4 ingame days an it still says 1day, 0%

I just activated the nearest Base and built a Satellite Link and a Mist Repeller and the mission just started. Either a coincidence, or you require a base near by.
