If you have Assault guy and Strongman, what will you dual class him?

I have an assault guy with Strongman, should I make him a Sniper or Heavy? Will Strongman enable him to use Jetpacks? If so, its basically a perk that is a dual class by itself.

"recover", i mean that move, you can save 1 ap to use recover half of your max wp.

if you have 20 wp it means a non stop Adrenaline rush + rapid clearance + recover

It is 4 but with Adrenaline Rush/Rapid Clearance, ALL abilities cost 1 ap, including recover.
