West asks who you agree with, If you tell West you still think Harlan is on the right track, you get the research project for Vulture. If you tell West Richter was right, you get something like 130 or 150 general XP to spend on soldiers.
130 XP? Do you mean SP? My guys are level 7 so XP is worthless.
If I want to get the 130 SP, what is the sequence I need to do starting from when Harlson first speaks to me about going to byzantium?

If you accept Richter's mission to total the black site, you get a reward of tech, food, and materials. Then West contacts you asking whom you agreed with, even if you totaled the site. If you tell West Richter was right, he rewards 150 SP (the kind for training new abilities). If you tell West Harl's was right even though you still totaled the facility, West still grants you the research for Vulture.
If I remember correctly, I believe you CAN go over the base caps for a stat; it just won't reflect in a soldier's profile screen, infuriatingly enough.
