You get to pick skills from the other class with Exp, not level. Well, you need to be level x for Y skills
It depends on what you want to have.
If the base phoenix class combinations suit you for certain agents, then do it.
Otherwise, if you want a combination with fractions classes, then wait until the fractional classes unlock.
As said before me - class only affects what skills you get to unlock. To unlock skills, however, you need points (not just a level).
Level is only needed to get the opportunity to unlock for learning higher-level skills (and it still the same for both classes, even if you take 2-nd class later).
You get points regardless of the level you get. In fact, you get 10 points each time for one mission, always, even if you agent already max leveled. And you can save them to unlock ALL skills later.
