i downloaded the latest from https://support.microsoft.com/en-us/topic/the-latest-supported-visual-c-downloads-2647da03-1eea-4433-9aff-95f26a218cc0 but still have the issue.

Ah damn dude. It doesnt work on the fantastic win 7 because microsoft dont support it anymore. So all kinds of tools that need an OS that get updates are depandant on the user to find it themselves.
Win 7 RIP. Was and is fantatic, but cant blame microsoft really.
Win 10 is by far one of the best OS for gaming and regular person pc usage.
It has everything win 7 had, but tons more.
You cant upgrade for free anymore, but there are ways to find a win 10 HOME for less then the 140 euro it costs.
If you are a gamer, upgrade to win 10. If you dont mind buying a licens, the upgrade function alone blow me away. For the first time, since Windows 3.11 (1991), you can do a software upgrade, keep all your files, settings, private stuff and real and fake programs (microsoft dont care what software you run), WITHOUT having to do a full reinstall!
I kid you not!
First, Win 10 gives you 20% MORE resources to use for the system and games then the same hardware on Win 7. (100% better if then Vista/win8, but those OS are meh)
And, the registry fixes itself and is not a problem anymore.
(I know, saying that makes you think I dont know what Im talking about)
Try win 10 ;).
And, the software upgrade is NOT any better then full reinstall.
If you dont have a microsoft account for your win 7, let win 10 create it in the upgrade/install process, and your license will be there, instead of needing to find that ¤#%¤#¤ serienumber again.
You may respond:
" -But you need drivers since you got hardware thats older then 3 years and manufactorers are idiots who dont update their stuff more then 3 years after EOL?

Microsoft fixed that too in win 10.
Microsoft has done what all the Driverbooster software out there been doing.
Microsoft pays asus, HP, lenovo, crucial, etc, to get all their drivers in windows update, AND microsoft keeps updating drivers that the manufactorer dont.
And, yes, Microsoft takes reponsiblity, support and will help you solve your driver problem as long as you have win 10 warranty.
Win 10 support is free, fantastic and a copy of apple support, without the cost.
Why? Because Microsoft was Unix/linux people like me to switch to Microsoft ;).
win 10 has lifetime warranty. No cost.
Sorry, you didnt ask, but I help gamers daily, and this is one of the most common fix for tons of problems with games on win 7, which is not win 7 fault.
Get win 10 :p
BUT if the upgrade worked, I already would be on win 10.
I keep getting errors with the upgrade, and everything (Beside some cinematics) still works, I currently have 2 games where cinematics doesn’t work and 1 game I would like to play that requires windows 10 (cause reasons).
and there are still options to upgrade for free :).
But errors every time, and I already spend too much time on trying to fix those errors.
Will get Win 10 when I buy a new rig.
