The reason,
The Gungnir isnt effective against non Pandoran or Mutated enemies. So far less damage on those.
So a works on everything weapon means Raven.
Best for the situation Gungnir
Raven useful since 40% of game you play with this weapon.
Gungnir useless since you craft it one time only for make some test.
the dlc is suppose to give the player the choice to rush anicent weapons if they want to.
If we are to ignore ancient weapons, I'd say that best sniper rifle is the one you can get first, which in turn depends on your diplomatic stance towards New Jericho, which ending you are going after and which techologies you are focusing.
If we are to compare Gungnir and Raven ignoring everything else (tech tree requirements, manufacturing costs, ammo costs, diplomatic stance, etc.), I'd say Gunginir is better, mostly because I avoid raiding human factions (I'm playing as saviour of what's left of humanity, not as more efficient Abdon Tusk) so I'd rather take Anti-Pandoran rifle and keep Pythagoras for when I have to fight other humans.
