Only very expensive high end PCs are spared. My RX570 is not the latest and most pumped up videocard in the market but at 1080p (max res of my monitor) i usually can max everything without framerate issues.

If you're not hitting 60fps solid, you're degrading the game experience.
Perhaps they should go back to async networking, so people with a solid 60fps aren't slowed down by people that don't? At the moment, the game is penalizing people who do ensure they can offer consistent performance, with no real penalty to those who don't.
Another way to kill the PC market for this game. At this point i don't even know why they bothered to make a PC versionj. They should have remained on consoles.

You need stable 60 FPS for traditional fighting games, that's why your resolution gets downgraded as it should be. Pre-patch your GPU did hurt your opponents experience because even a single frame stutter can influence the match outcome.
Still no excuses. This is the consequence of crappy optimization. The game was smooth. And instead to fix their mess they do this? ♥♥♥♥ this crap.
If you're honestly hitting 60fps in matches outside of online games, it shouldn't be scaling you. There's no need to scale anyone who's fulfilling the netcode requirements.
Tweet @DOATEC_OFFICIAL and tell them you're being scaled online when you don't think you should be.
Maybe they can look into the optimization process with your data? If there is a problem, they problem aren't aware of it, given how small their testing team is.
Even my humble 750 Ti with the right settings gets a stable framerate at 60.
This sorta thing doesn't fix running into say, Asians online or accepting 5 bar fights that turn into 1 bar when the fight starts.
