No, this is just the "bonus".

Pretty sure the "bonus" it's referring to is the pre-order bonus so Nyotengu and a costume for Kasumi.

Yes, aside from that it's the full game so you won't need to buy all the other characters separately or anything (Except for Phase 4 since she's locked behind the deluxe edition for now)

The difference is the core fighters version only has 4 characters and no story mode (If you only want to play like one character then it's probably better to just do that and spend the like $4 on them), the "bonus" is just the pre-order bonus which will end at some point.
