How do I unlock phase 4?

Even though she's DLC, you can try her and Nyotengu, or hey, entire cast to try in the character specific tutorials.

However, that's something not a lot of people notice apart from the main tutorial mode.

Why wouldn't she stay deluxe only? Do you think they'll stop selling a deluxe edition?

Or maybe you meant there's no deluxe upgrade, then it would be dumb if she is forever locked for the standard version players

(And yes, this is mentioned in both PS and Xbox stores for their Digital Deluxe edition, so its going to be a while.)

Yeah, lol. But to be fair, you can still play/try as Phase 4 either in the DoA Quest or in the C-S Tutorial, so its not all that bad, but its more of a "demo" to use her than to fully use her outright.
