So yes, Xbox/Playstation missed a lot of things compared to PC King. Also wi-fi warriors we see less frequently here too.
I managed only to mod costume "LoveLive" for Kasumi that change hair color from orange to violet but only after Kasumi get hit by a Fatal Rush.
Obviously I'm not fond of the nickel-and-diming going on with monetisation nowadays, but I also wish there was more character customisation in game. And the lack of a (DLC!) feature that they could be selling to us on this platform raises some concerns about support and what other general features we might already be lacking/not receive going forward. People like to tout modding potential as the be-all-end-all solution to all your woes, but mods depend on the efforts of the community, lack decent quality control, and rely on reverse engineering in games like these that can be extremely difficult to engineer. There's also the concerns about online compatibility and being flagged/banned by anticheat, so I'm highly reluctant to supplement my game with mods when it has online functionality like DoA or Dark Souls.
For me with the advancing with the time, modding community will improve continuosly, I think also Dead Or Alive 5 in its first period of release didn't have mods for anything that a player could have imagined.

SamanosukeK told me, how to do one day.
1. You need rdbtool by vagonumero13 to extract hairs. Run qrdbtool.exe and open with it CharacterEditor.rdb file, that you can find in folder with Dead or Alive 6. Type HAIR in search tab, or type KAS_HAIR, for example, if you need Kasumi.
You need g1m files only, so KAS_HAIR000, KAS_HAIR001, 002 e t.c - for different hairstyles. I recommend start with one hair. In game Redelbe mark all hairstyles - just see, which you want and extract it with qrdbtool.exe.
2. So we have some hair, for example, MPR_Muscle_Character_KASHAIR005_hair_BLEND_kidsalb.g1t
But it's not picture yet. We need extract this. With help of g1t_extract.exe - another program by vagonumero13. Make folder. Place here g1t_extract.exe and g1t file (MPR_Muscle_Character_KASHAIR005_hair_BLEND_kidsalb.g1t ). Move g1t file to g1t_extract.exe program. And you receive MPR_Muscle_Character_KASHAIR005_hair_BLEND_kidsalb.bc7.dds
That is actually picture with hair. I use paint.net - https://www.microsoft.com/en-us/p/paintnet/9nbhcs1lx4r0?activetab=pivot:overviewtab
It's simple and good enough for this kind of work (it can open dds files without plugins).
3. When you done with color editing, you must return dds file to g1t condition - with another program - g1t_replace.exe. Of course, by vagonumero13)
So move your edited MPR_Muscle_Character_KASHAIR005_hair_BLEND_kidsalb.bc7.dds to g1t_replace.exe. All files (g1t_extract.exe, g1t_replace.exe, hair.g1t and hair.dds) must be in one folder, also backup original g1t file - you need it always. And you modify with that move MPR_Muscle_Character_KASHAIR005_hair_BLEND_kidsalb.g1t
4. Now go to REDELBE - Layer2 folder and create folder for you hairstyle (Uber_Nice_Hair_For_Kasumi). In this folder create txt ini file - mod.ini. Type here
[General]
type = hair
[Hair]
slot = "KAS_HAIR_005"
Or other slot, if you mod different hair style.
Than create there another folder - Material
and place here MPR_Muscle_Character_KASHAIR005_hair_BLEND_kidsalb.g1t
Now you can choose different color same way as different costume mod.

The only thing I don't know if is normal that after Fatal Rush hairs change color with Kasumi(this is the character I tested), probably for a conflict with other hair slots, also seems that after I do a match with hair color changed, I can't reuse standard hair color until restart, maybe these are only some little bugs.
Initially at the point 2 I got a bit disoriented, then I understood on Internet that I must open "MaterialEditor.rdb" to extract MPR file.
The only thing I didn't understood of the guide is what I must do with the ".g1m" file extracted at the point 1 after I extracted it, I didn't do anything with it besides extracting it at the point 1, but mod seems to work.
Then, am I wrong or if it is as I think, with all these tools I can use modded costumes made available originally only for premium outfits, also for free costumes?
P.S.: I think I understood how to get hair color not change after Fatal Rush, probably I need to modify a second ".g1t" file in the same mod folder with the model hair corresponding after the Fatal Rush(for example long hair for Kasumi), so I have a complete set of hair color, before and after the Fatal Rush, I will do a test later to verify if I'm correct.
But some mods, when hair style is different and modder forgot to make two models - normal hair and after breakblow, in that case mod hairstyle after breakblow will reset to default.
Files g1m - it's different story, not about hair, but about model. You need another soft for this. Hair (color) work only with g1t.
P.S. There is nothing to do with FPS cap at all. Inpul lag increase during syncronization between refresh rate of display and fps in game. You can cap to 30 fps, like in FFXV on PS4 Slim and will have really bad input lag anyway.
Only on ideal game, that never exist and never will, when 100% of time game maintain 60 fps (min, average, max), maybe in this case input lag will be same for v-sync On and Off, and even in that case i'm not sure, because V-Sync still do some work, even it's useless.
