She should be in A or S.
I use NiCO, and I think "A" makes sense, but I would argue she could be "S" as well.
I disagree that Marie Rose should be A or S, yes she can be really good in the right hands but that can be said about any character. (Which is what is so good about DOA in general, because of the nature of the combat system someone good at a bottom tier character can wipe the floor with someone using a top tier.)
Simply she is one of the lowest damage output characters in the game, and her moveset is unique enough that you can't simply pick her up and play. These two factors takes her out of S and A imo.
Can't say I completely agree with the OP at putting her at the bottom by herself. Personally I'd reserve that for Bass and only Bass( Who I would put at F rank with next lowest being at C =P )
Also I think Ayane should be S or at least A. Other than that the list more or less checks out imo.

You just don't meet people who know how to play him. ONE mistake and you are dead. His demage is insane.
For Hayabuse crouch if enemy spam throws and hold if kicks. But try to hit him with something when he do backflip. You have 1-2 sec before move comes out.
It was more of an exaggerated joke of you putting a single character(marie) in there own tier.
Like I said in my post above i am of the opinion any character in doa is viable in the right hands.
But in seriousness I do believe bass belongs in low tier. Yes he has high damage output but it's metagated by his speed. Making him easy to play around with a high speed character.
Pretty much imo if you are thinking of maining bass and being counter heavy I think you'd be better off just using Bayman instead.
Also personaly I think I'd only end up listing 4 tiers rather than 5. I'll think more on the minor changes I'd make and post a full list later.

F-Tier: The Character I am currently playing.
Marie is really bad right now. She has some glitches that affect her pressure. She has no good anti-side step attacks. And her damage is severely lacking. What would take another character 10 hits or a full meter to do, Marie has to do in 20 hits and link with danger zones.
And her combo length makes up for any low damage IMHO.

She is a setup character in the game where mashing any attack buttons give immediate results.
Any gimmicky character will be lower tier than a character with a lot of straight attacks without any long setups.
I believe Tengu and Marie are on the bottom. Also, characters with predictable combos could not be high.
Chain throw character also could be countered by correct timing T on the high ranks.
