Your GPU is barely better than minimum and about half as fast as recomended.
CPU at 100% is a CPU bottleneck, GPU at 100% is a GPU bottleneck
Limit the FPS if you want less usage, but lowering the settings is just going to increase the FPS.
Every game runs at 100% until it hits a bottleneck.

Those settings saved a few percentage points of GPU usage for me. The game runs at 60% GPU usage except for Character Select, so I found that and I only hit the 90's now with no noticed loss in quality.
Kinda, it's worse if it hits bottleneck on the game's bad coding. Like Having only 30% CPU use and 60% GPU use :D.

30% of a core? or 30% total?
Remember that 25% of a quad core CPU is 100% of a single core, and that will bottleneck your system. Online games, like MMO's, tend to have heavy CPU usage.
Single thread performance matters
100% of 800 mhz or 100% of 1200 mhz is still 100%
40% of which CPU cores?
40% of a quad core, or an octo core?
There's a huge difference between 40% on my TR1920X, and 40% on a dual core Penitum.
Unless you limit the FPS, the usage % is always going to be as high as possible to push out the highest FPS possible.
40% of an i5 7600, so 40% of a quad core
If t's locked at 60 fps, and your GPU is at 100%, lower the graphics.
If you increase the graphics, your FPS will drop and your GPU usage % will stay the same.
You should be happy you are getting 60 fps at least with 0% room to spare.
go to antivirus setting " exeptions " choose the DOA 6 game folder and add it to exeption list and APPLY.
