Most of the difference between an otaku and a weeb is country of origin, so I'd say it's more than a coincidence. Of course, I'm not implicitly or otherwise badmouthing either demographic; people like them have given me fantastic recommendations of new anime and hentai in the past.
DOA until 6 never felt to me like it was some trashy game for weebs ala Venus Vacation.
Even 5 was still somewhat OK in that regard.
But the tone has certainly changed in favor of those disgusting loli characters.

Strange. I've been playing DOA for the better part of two decades, and this https://www.youtube.com/watch?v=7Jfzh2s3jlE was the official advertisement for the first DOA game I ever played. It was quite trashy even in those days, with graphics that were explicitly meant to sexualize the characters. Plus, if what I've heard is true, Itagaki's workplace conduct was far creepier than the age of a few characters and he was heavily involved in most of the series.

Then again, sometimes sexualization is considered that while in reality it wouldn't.
When fighting using characters with a dress and you see their underwear, sure, it can be considered "sexualizing the character", but for me, I'm just like "if she had to fight using that outfit, that's how the dress would behave normally".
Sure, some outfits are indeed made to be...alluring...but somehow it doesn't feel out of place. Nyotengu's catsuit? She's the naughty tengu princess, I legit see no issue with her wearing that, heck, it's in her character to wear it. If Mai would wear that outfit? No issue there. So yea, it doesn't feel out of place on Nyotengu, but it might've been a bit out of place on say Kasumi.
Then again, what is "right" and what isn't is heavily influenced by one's culture, so it's understandable that some think it's too much, while others see no problem with it. It's just sad when one side doesn't understand we're all different.
It is a game with girls... -> depending on your attitude you could determine every game with female characters as sexualized. But even if it is... whats the problem.

With expensive DLCs you CAN, and not have to buy.
If you dont like Lolly Characters skip them.

True, which is deeply unfortunate. All too often a person's culture has more of an influence over their mind and soul (if there is such a thing) than the individual. People are too eager to gamble away their futures (and possibly their afterlives) on the premise that they've already heard what's right and what's wrong from a third party, and are too reluctant to claim personal responsibility for their own morals. I, for one, plan to uphold personal freedom until I'm invariably murdered for doing so. Afterwards too, if applicable.
Reaper: "So, how did you die?"
HO: "I was killed because I was pro personal freedom"
Reaper: "Gosh that's sad, but welcome to the afterlife, what do you plan to do now?"
HO: "I plan to make campaigns on how ghosts have the freedom to choose who they want to haunt".

But yes, it's hard for someone to get out of a mentality that was taught to them for possibly their whole life unless something extreme happens that fully shatters that mentality and forces them to rethink if it's good or not. Some such mentalities are good, others not so much, but I'm not here to judge.
In the end, one's decisions are their own, some blame ghosts for tempting them or such, others are afraid of them, and what they choose to do with the information is their own choice.
Of the two, it's probably more unwise to fear temptation than ghosts, whether its cause is supernatural or not. Both are irrational, and fade with enough time and exposure, but a fear of temptation can inhibit personal growth and understanding.
