There isn't censorship since they never planned to show explicit nudity, only suggestive.
DOA aesthetic is about sensuality not explicitness nudity.

They wanted to design more "cooler" default outfits but even if Kasumi's default is ugly I highly doubt SJW people would approve it since you can see Kasumi's curves without effort.
Other new default costumes like Leifang's one leaves even less to imagination. Super stightened thights sculpting her rear and even her crotch. I would rate this default costume even more NSFW than her legacy costume.
