That's a rip of all in game music assets, so if that's not the one you're thinking of, it will be in there somewhere, and it's not like it's a chore to listen to ;-)
( CT staff - I'm assuming it's OK to link from here, as DMJ (who is Damjan) has referred to it himself in other comments in a non-disparaging, helpful way (for others who have also been looking for other tracks not in the official OST) and he is the games Audio Director so I'd expect if he had a problem with it, he'd handle it differently on his public YT channel comments etc. )

You can get FLAC from Bandcamp, it actually is the better option if you want to support the artist since they only take a 15% cut (on digital, and 10% on physical) instead of Steam/Valves 30%. This info might be out of date though, no idea if it's still valid after the Epic and now Songtradr purchase of the platform.
And vinyl... good to know they are working on it but I'll wait until more info is available. If it's a nice edition that isn't only available at some specialty distributor overseas I'll consider it. But after Manifold Garden, which has a phenomenal soundtrack and really nice pop-up gatefold, I'm not sure I'm willing to spend close to €90 (with more than half of that on shipping and import duties) for something I maybe play once ever again.
As for Bandcamp/Steam, I prefer to give a wee cut to Steam because of the stupid amount of work they've put back into the broader community. No, wait, hear me out...
They're not exactly an Open Source hero by any stretch -most of their stuff is highly proprietary, broadly - but as just *one* example, I'd not be playing this game at all without Proton, which is a result of Valve putting serious development resources into the Wine, DXVK, VK3D et al open source projects (which improves those tools for everyone else) allowing them to be so refined now that they'll run damned near anything at launch. Which means any Linux user, not just Steam Deck users, can run any game at launch.
Beyond that, their work for the Steam deck (compositors, kernel tweeks, etc) is giving people ideas for other comparable solutions in Linux too and generally improving the linux ecosystem.
Valves devs have been turning up to conferences around display tech on Linux and sharing what they've done to get HDR working on the Deck - HDR on Linux is a steaming pile of garbage at the moment, and they're contributing towards making it work properly/natively (SteamDeck solution is custom stuff) on regular Linux.
In short, my, say £4 or so for the DLC, a wee cut of that goes into improving tools I use on a daily basis, not just in Steam, so I'm happy to do that.
So it is on Bandcamp (as of very recent)! I imagine it'll come to Steam soon too.
The closest I can think of is one of the songs from the first game's OST: False God; though that's almost a bootleg for the TTP2 version.
Edit: I did notice that the "Utopia" and "Dystopia" songs were missing as well (at least on the Bandcamp version). Shame, that.
No reason why steam should be getting a % of sales for a soundtrack.
I think you should really state on the DLC what it is MP3 only though.
I almost bought it on steam without googling first and I would have been very disappointed.
