I understood that statement he made early on too as a direct nudge from the developers that you can safely say YES to accepting his initial offer.
He contacted me two or three times, but he didn't show me yet who his "friends" are.
Declining the offer results in one (out of several options provided) NPC being added to some of the world 3 and 4 map and the resulting conversations. It certainly isn't nothing, but the story of the game will make sense without these interjections.

Why would you even post this? No it is not. Incredibly clear would be a message which is not part of the game world. Something like "(JACK WILL REMEMBER THIS)".
While that might not be a great solution, anything WITHIN the game world does not inarbitrarily communicate to the player that a questline will be completely terminated because of a certain choice. Doge could have contacted me again for example, after I sent the first person away.
I did too when Doge's person contacted me and I found them shady. It was crystal clear that I was going to abandon that "questline".
