Uhh, the Heavy/Medium/Light dynamic is HP vs speed.
Also none of this is a reason why a ship's primary weapon should be worse than the secondary.
Heavy Flak has less DPS than Repeating Cannons too, with only a third as much range.
This is the meat of it. It's a noob trap.
A player finally unlocks the ship and assumes that the primary weapons should be used like primary weapons. But actually they suck in every scenario except waiting for the secondaries to reload. It's counter-intuitive.
People are out there using the primaries because they didn't check what aetrion did. And they're hating using the primaries, and they're losing games, because the primary gun is bad.
Most ships have secondaries that fill a gampelay niche. Close range, multi-directional, aoe, etc. The primaries on the jutland are basically the same role as the secondaries but worse.
Unfortunately the heavy mortar is tier 5 only, i'd love to have that one.
