Proving Grounds is Players vs AI from what i know.

Proving grounds are PvE. You can have a team of friends vs nothing but bots.

Yes currently it is. Around half of what you'd get in a PvP match I believe.

a Proving Grounds match can last about 8 mins on avg where as an Onslaught game usually lasts around 15 or so because tactics and command ship. is it actually reduced xp or is it just the matches are shorter?
