Side story in/near Vincent?

How do I start this one? I'm just about to head to Purgatory, there's an exclamation point showing a side story in front of or inside the Vincent bar. I tried talking to the guy sitting outside the door, no dice. Went inside and played pool and darts thinking maybe that'd do something, no luck there either. How do I trigger this sidestory?

Have you talk to the man sitting on the bar? you need to collect 2000 yen bill and give it to him

Yeah that was it. It wouldn't let me talk to him until I was in chapter 6, but I got the ! during chapter 5. Strange.

Also with this substory you have to give him each bill you find separately, only after you gave him all you have on you does the next set of events where you can get a bill spawn on the map.
Took me a while to figure that out.
