0 - Mono
1 - Stereo
2 - Disabled
Stereo works for me.
Edit: busyman hit the nail on the head. It was set to 2, no audio in cutscenes. I changed it to 0 and in the menu it said mono. Changing it to Stereo in game took immediate affect and was an obvious improvement from mono.
If you're going to do manual edit, use 1.
Mono is so...1980s.
C:\Users\[USERNAME]\AppData\Roaming\Sega\audio.ini was where mine was.
