How to stomp enemy without using heat action?

You can stomp them only when calm, overwise, you will unleash a heat action. Actually, stomping in Rush kinda tricky-Kiryu use high kick which miss lying enemy.

Hold LT/L2 to disable Heat Action prompt. Then you can stomp everyone with full Heat bar.
