I played the game on PS4, but i never played the original.
If you are a fan, you will enjoy the new contents(New engine, Majima Everywhere, Karaoke, Pocket race, Arcade Bug Fight....
Maybe you should buy on sale, if you are not sure.
A lot of the side content expects you to have played 0 first though, so it might be better to start with that.
Plus, the gameplay itself is practically just carried over from 5 to 0 to Kiwami.
As for lack of English dub, it's one of the reasons I like playing this game. I love the Japanese voiceovers.
As Májkrémes kenyér already pointed them out, Kiwami has more newer content.
You get to play with 4 different styles like Y0, which is a plus for me.
There's extra bits of story for Nishiki showing his motivations which were nice.
Also the Majima Everywhere system. It kinda is hit or miss since they take the "everywhere" part of it kind of literal, but I found the fights very enjoyable, especially since he uses 4 different styles (again from Y0), he gets costumes and funny banter. It's kinda like shakedown in 0 only infinitely more enjoyable and diverse and he's not always walking around on the map.
You should know, though, that pretty much all of the DoD-Style is tied to this system.
So as someone who always liked Majima and loved him even more since Y0, I would recommend the remake on grounds of the ME system alone. Oh and of course, the japanese dub is fantastic as well.
EDIT: Also the glorious return of Komaki Tiger Drop <3
