help, get majima at shine fight

I have the email to say to go to shine to find majima however i cant get him when i enter shine. I have the email, i can't remember if i had a call or not, but I have met rina 3 times now after MEB, and no majima what am i doing wrong?

Have you encounter majima hiding in the giant traffic cone at nakamichi street? That event kind of locks majima from appearing until players trigger this event.

yeah i googled this and it worked, I just need to go to shine now for that event to trigger. currently rank e and unlocked the sensor. Thanks :)
