For baccarat, only bet on super 6. For roulette, play and leave the game 5 times to get an offer to double your bet and put an even spread around a single number.
The games in the gambling halls needs a certain number of wins and require you to leave the minigame and restart again to be given the option to bet more money. The same rule for the casino applies here, bet on the highest return.
There are also ingame cheat items you can use. Most won't check off your list in a single go, but goes a long way to complete your minigame list.
I wouldnt really bother with those games unless it is for an achievment.
Its intentional. 0 was right before a giant market crash in the 80s. Being rich and full of money you could just toss at anything was a big part of 0s setting.
1 is years after that already crashed, so money being more difficult to keep makes sense.
