I'm currently trying to complete these two substories since they are the only two left needed to fight Jo Amon, but I just can't trigger these two substories. I am playing at night time, and is not accompanied by Haruka. But still am not getting a phone call. Is the trigger for these just random or do I need to do something?

Go to the florist office and you should get a cutscene for the fake mizuki substory.
