Suddenly can't use any heat actions

Everything was fine until I loaded up the game and started playing earlier. I can't seem to use any heat actions at all. I first realized it when I noticed I couldn't do climax heat actions on Majima, and I cannot do any normal heat actions on random enemies either. I searched all over for information about a glitch like this, but I found nothing at all... has anyone else experienced this? Closing and reloading the game didn't fix it. Granted, I had saved since it started.

EDIT: When I say "cannot use heat actions", by the way, I mean the option to use them doesn't even appear. I get no prompt at all, in my case it would be "Y" on my 360 controller. The game acts like heat actions don't exist.

Do you have calming towel equipped? If not, the only thing I can think of is loading an earlier save and trying that, and if its still messed up, verifying game files.

Verify game files first. Try to force a heat action by drinking staminx and then pick up an enemy near a wall

I may have found the source of the problem. I think there's something weird going on with my controller. I rebooted my PC and unplugged the controller, and I can use heat actions while using keyboard & mouse. Not sure if its the reboot or unplugging the controller that fixed things, but while the controller was plugged in, it was also making my Windows settings menus act weird. They would scroll all over the place on their own, until I removed my controller, then nothing. I'll try my PS4 controller instead.

EDIT: Tried my 360 controller again, and it seems to work okay now, too. Well, I guess the reboot fixed things!
