Locked Substories?
Are some substories locked after the game is completed?

No you should be able to do all substories after finishing the game in premium ad mode, although you wont be able to face off with amon until all other substories are finished so thats the only one thats "locked"

Some substories are only available during specific chapters, but after completing the main story you can chose premium adventure (with a clear save) to complete everything that you have missed including substories or you start a new game plus, but that resets your story progress.

some substories are also tied to the current time of day, but as far as i'm aware, it's only the yakuza's wife substory that's tied like that
