tippest top upper left corner of the screen is the menu bar, reads -> Steam View Games...etc

Steam > Settings > Controller > General Controller Settings --->
and in here it opens a big picture mode, at the bottom of the list you should see what your controller is set as, mine says xbox controller, click on that and choose to identify. Also select the Xbox configuration from the list if it isn't already. Save and exit and it should work. sometimes steam overrides it in certain games if you use your keyboard as well.
if this doesn't work, you can try using the generic layout and if that doesn't work you can try manually setting your controller's driver to anything Xbox in device manager. if that doesn't work then you can try to force it with a program called x360ce. I've only ran into one game that required device manager route (Batman Origins) and one that required x360ce which was the "free" version of Farcry 5. 99% o fthe time it should be fixed using steam.
