Nope. Batman is a vigilante and Joker will wreck the city if left to do what he wants. Also Joker doesn't have a boss and is not that scary in a fight. Besides in original Yakuza 1 Majima was mostly minding his business, showing up only a couple of times during main story.

That's second time when I read this comparison and it just doesn't make any sense. I'm not a big fan of Majima Everywhere system in Kiwami because for me it kinda ruined his character compared to what he was in original Yakuza 1. Still, it's made very clear that he wants to fight Kiryu to help him. Twisted logic but it worked.

Majima was always Kiryu's ally and did a lot of stuff for him, like going back to Tojo Clan to babysit Daigo only because Kiryu asked him to. He was even willing to fight his sworn brother to death to save Haruka because "She means more to Kiryu than life itself"

That's pretty much the exact reason why The Joker torments Batman, according to the Death of the Family story arc.
In fact, there's a pretty heart warming speech the Clown Prince of Crime gives to the Dark Knight, saying something along the lines of "You are my king, and I am your court jester. All I do is to make you the best you can be". (and return him to his former glory, which is the catalyst for the entire arc's existence).
That bangs the comparative nail pretty hard on the head for Kiwami's Majima Everywhere system, if you ask me.
Outside of the system though, it doesn't really apply.

Unlike Batman and Joker, Kiryu and Majima like each other a lot. Kiryu may not show it but he actually enjoys fighting with Majima and both of them have tremendous respect for each other.

Majima just loves to fight with Kiryu. It's nothing like he wants to beat him becouse he knows he can't. It's just a friendly fight sparring.

Well Mark Hamill did voice Majima in the original Y1 English dub and he also voices the Joker so it's not that far off
