Majima was always Kiryu's ally and did a lot of stuff for him, like going back to Tojo Clan to babysit Daigo only because Kiryu asked him to. He was even willing to fight his sworn brother to death to save Haruka because "She means more to Kiryu than life itself"
That's pretty much the exact reason why The Joker torments Batman, according to the Death of the Family story arc.
In fact, there's a pretty heart warming speech the Clown Prince of Crime gives to the Dark Knight, saying something along the lines of "You are my king, and I am your court jester. All I do is to make you the best you can be". (and return him to his former glory, which is the catalyst for the entire arc's existence).
That bangs the comparative nail pretty hard on the head for Kiwami's Majima Everywhere system, if you ask me.
Outside of the system though, it doesn't really apply.
