Liquor or sake? I only found sake at one store. Unfortunately I don't remember where exactly. I think it was the north part of the map.

Scotch can be bought in store near Pink street entrance (near Taxi)

If you are talking about the drunk guy in the main story you don't need to give him drink.Just intimidate him twice.
