Issue triggering Substory 9 "The Stalker"

[Sparky Sparky Boom Man]

Anyone having this issue? or has anyone successfully finished this substory?
From online guide, there seems to be woman waiting nearby mahjong place, but no one near the place waiting in my playthrough.
Is it related to time of day thing? or this is a bug?
Currently night time on my game.

She's actually in the alley slightly north of the mahjong place, you can see the ! if you use the Trouble Finder accessory. I was annoyed by the description in the guide as well.

I also read somewhere that you might have to do some other substories before it (besides just the gangbusters one) including the bowling battle and the graffiti one.

gangbusters is a requirement for this to start, but i actually didn't find this one until i had done almost all other sidequests. i frequent the mahjong parlor so i would have noticed it earlier, but i competed it without issue.

Yep, it's on the alley above the mahjong parlor's alley. Found it, thanks!

Yeah, I actually already finished most of substories. Just having trouble finding this one.

Also I'm pretty sure you cant trigger it when you have Haruka with you.
