how to unlock goromi event?

im at chapter 8. i got the email say majima at shine. i cant find him in shine. my majima rank c.

It's a random thing, try enter the Shine when you hear the KIRYU-CHAAAN! nearby

I think you also have to rotate between Majima battles and those special events. Try doing a regular Majima battle and then entering Shine.

I believe you have to go to Rina at least once.
