How to unlock 7 remaining dragon moves?

Essence of Overhead Throw
Flash Step Reborn
Essence of Escape
Dragon's Speed Reborn
Finishing Hold Reborn

Are all missing in post completion into New Game+ and I can't find any info on websites about how this is supposed to unlock, all the guides are invested in telling you about fighting Majima and not about what fighting him unlocks.

I am in new game+, I've done SSS rank for Majima, I've fought Hannah man at least 5 times at the coliseum or more, the last email I got said fight Hannah Man, and I can't figure it out?

Essence of Overhead Throw - Beat Majima at the bowling game.

Dragon speed reborn and Flash Step Reborn: Beat Majima at Pocket circuit race 3 times.

Essence Escape and Finishing hold reborn: Beat Majima in Mesuking, twice.

Essence of mad dog: Demon (final): Majima phone call you to come at the batter center.

(New Game+) I'm at Shine and it won't give me the option to date Goromi

I figured out what was going down at Shine, I was supposed to rescue Haruka from Majima so he was locked out of doing the hostess thing. I did that and I am on my date with Goromi right now I don't want to rush too fast into a relationship but I can sense magic in the air, wish me luck!

I've run into the problem that Majima stops showing up at Pocket Circuit due to me completing all the tournaments while he was on break. Now i'm stuck with Dragon stance being completely useless due to it being super slow.

Shouldn't, I just did it on New Game+ starting out with all races completed. Try doing the first 2 races over again maybe? Or walk further into the "Stadium"? I had to walk closer to the far wall table from the entrance to get him to trigger the second time too, thinking about it.

I think i have to do the Mad Dog fight interruption, noticed i had text about Majima sharpening his knife so i guess i have to do that first. Does Majima still go on breaks during Chapter 10 and later?

No, at and beyond Chapter 10 there are no more breaks. I have read and experienced though that special events (such as e-mail events etc) only happen every other encounter, meaning you have to fight him normally in between, though I could do the second and third pocket circuit race back to back, so take that with a grain of salt.
