Report a translation problem
For Majima, check your phone and see the messages from his assistant. Chance are he's either hiding or taking a break in the northeast park.
But yeah, earlier he is hiding so you need to find him to continue.
At certain points he’ll become ‘inactive’ until you complete more of the story, check the Park by the entrance of Purgatory (top right corner of map) if he’s standing there smoking, you can’t progress Majima Everywhere.
If you’ve maxed out the progress bar to a rank then you should’ve gotten an email from Nishida telling you you need to go somewhere to trigger him for a special fight which then allows you to rank up and continue Majima Everywhere
If you’re aimlessly running around trying to find him, he might actually be hiding. Just enter and exit a building to reset him, he should always be pretty close by (1 mini map distance) from a building you exited
The only "main" ones I'm missing now are the trash bin and the manhole. It's one of the things I don't like as much with the draw distance in this as opposed to 0. It's hard to tell where they even ARE :-P
Oh, and the one at Bantam.
