Help - Quest Goromi

I can not find goromi, just rina, even going in the npc that takes you to the place.

you need to find him under the cone first then he will appear in the club

You have to go to the MEB. Have the guy there take you to the club. This seems to always put you in with Rina. Go back after you finish with her and you should get Goromi next.

You might have to do the cone first too. I got the e-mail for Club Shine first, and then on my way to the MEB so I could get into the club, I got the call about Majima hiding and I found him under the cone before finally going to the MEB.

Finding Majima under the cone didn't help me. Only after Nishida randomly called Kiryu to bikini bar, and fighting Majima there, Goromi event finally unlocked to me.
