First, make sure if you have reached the cap for the current Majima rank?

If you have reached the cap then you need to do the rank up event first before he starts to pops up.

Also after reaching rank B I think Majima will take a break from stalking you until you proceed more into the story.

For cones, Nishida must call you and tell that Majima is hiding.
For Goromi, it unlocks (for me at least) after event in bikini bar with Majima.
