"Majima Everywhere!" Stuck and Can't Seem to Progress
So I just picked up this game after playing through and finishing 0 finally and couldn't help but want to keep the train rolling. So far I'm not all too disappointed, but the Majima Everywhere mechanic is starting to drive me insane.

Currently I've powered through the main story line, now sitting at the finale chapter where I'm left the option to explore the city and work on any "unfinished business before going further." I was under the impression (given by how the game explains this mechanic) that I didn't have to pursue Majima, he'd just come up randomly here or there as I played normally. Well now I'm all the way to the end of the game basically and I'm still only rank F, just a hair short of E and can't seem to find him anywhere or get him to appear anywhere other than what got me to where I'm at.

I've looked up a few guides and I've noticed that there are apparently scripted encounters that you get to come up by playing into certain chapters. So for example Chapter 2 outside of Gindaco Highball Tavern and the rest apparently being in chapter 4 like the one outside of the Millenium Tower where he's dressed as a cop. But that's the last one I did, outside Millenium. Apparently the next one was also in chapter 4 and you're supposed to run into him in the southern alleyway in the Champion District, but I didn't go through there in Chapter 4 and now that I'm at the finale I can't get it to trigger at all and nothing else seems to be popping up either.

The only minigame I got him to show up for was darts (which I won) but everything else he doesn't show up for. I don't ever notice him around town (i.e. in/around cars, patrolling, in the manholes or cones, etc) and according to guides, most of anything else that I could get him to show up for requires me to be a certain rank above what I am at, which I can't seem to fix because none of the events for him are happening and I'm concerned it's due to the fact I blew past the few that were scripted back in chapter 4 and those are now lost to me unless I restart.

Any suggestions on anything I might be missing or can try to make him show up or am I unfortunately doomed to not get any further with it because I wasn't "completionist" enough early on?

Check if you don't have mail from Nishida. To get a rank up in ME, Nishida needs to contact you either by phone call(you will receive new, green marker on your map) or by mail(you can access those in the menu).

The only mail I have from Nishida is the very first one he sends relaying the message from Majima to me. I also have an email from Majima "Word on Shimano" which I got after entering finale chapter. The text from him suggests that he's still around and I can still encounter him though, so I'm not sure why I don't seem to find him anywhere if that's the case.

Apparently the next message/call I'm supposed to expect from Nishida is when I fill the F rank bar and have to go find Majima under a traffic cone, fight him and get into rank E, but unfortunately I'm literally a centimeter off from filling the bar in F and everything else I try to do either doesn't trigger or can't do unless I'm higher rank, so I feel very trapped right now.

Maybe enter some store a few times, he occasionally disappeared from my playthrough as well and that helped with issue.

Yeah I thought that might help too so I've done that several times at several different stores. Supposedly one instance where you can encounter him is he jumps you outside the M Store after reading a magazine off the wrack and exiting the store. I've attempted to get this to trigger several times, going so far as to enter the building, read 1 of the 10 possible options, then backing out, exiting the store, looking around a little (around corners, in/behind vehicles, down the streets, etc) and re-entering and repeating the same steps for all 10 options, just to see if one option would specifically trigger it, or if it was just a matter of RNG (ironic, I know.) None of them did anything for this particular trigger and at the same time, none of them seemed to put him anywhere on the map that was noticeable.

I've finished both Rina and Yuki's substories and maxed both of their affinities, I've played at least 1 game of every minigame that he apparently tries to challenge you to (darts, pool, bowling) and then tried to get him to challenge me, but the only one I was successful with was darts but for whatever reason the others don't want to trigger.

For the sake of reference, I'll try to list all of the instances that I've encountered Majima that didn't pertain directly to the story itself (i.e. helping the Florist's son at the batting cages or at the bathhouse Shangri-La).

Note these are not necessarily in order to when I encountered them, just what I do remember encountering:
  • Challenged to darts. (Won)
  • "Lord of the Night" where I'm brought to the bar and he's tending. (Didn't pay, fought him)
  • Chapter 2 scripted encounter (Completed G Rank - Dragon Kick Reborn awarded)
  • Chapter 4 scripted encounter (Got a call from Majima about him being outside the Millenium Tower and to "not have any weapons on me.")
  • Randomly showed up in a photo-bomb when I went on a "date-after-hours" with Yuki and took her to a photo booth at one point, but didn't find him outside or in the building after the fact.
  • Seemingly scripted event where Majima emails you when you're outside the entrance to Purgatory near the east cab. He tells you you're being trailed, insists you get into the cab and it takes you to the peer, where he fights with you against some ex Dojima family members but is shot off the peer and into the water near the end. (I encountered this one before a couple of the other ones like playing darts against him, so it wouldn't seem to be what might lock me out of finding him anywhere.

Did you find him in the giant cone on Nakamichi street? That's a really common place for people to lose Majima

I did look for him there and he wasn't there. Supposedly that's the event that triggers once you fill up the F rank to get into E rank then proceed from there. The "Hide and Seek Majima" or something like that. Unfortunately it doesn't seem to have triggered for me since I'm just barely not full F rank.

As a general update, I went ahead and saved the game then went through completing the finale chapter and beat the game. I tried running around in premium adventure mode to see if there was a plot flag that was in fact holding me up that I couldn't identify when playing the main story, but unfortunately after about 30-45 minutes of running around the town in circles, going in and out of building and also attempting the minigames again, he still won't show up anywhere. I've pretty much given up trying and will just be moving onto Kiwami 2 for the sake of not being frustrated with this simple bug. Haha.

THANK YOUUUU!!! I was in the same boat like OP with the exception I fought him only 4 times. Your post helped me find him.
