In Zero you can spend this much getting an entirely useless decoration for your office & fully upgrading your standard skill wheels requires several times that.
6 and Kiwami 2 have a levelling system based on 5 different flavours of XP obtained from various activities, and a using those types to buy stat upgrades & skill unlocks. 3 and AFAIK the original 1 & 2 used a simpler system where you spend accumlated XP to level up 3 or 4 different categories, gaining additional techniques & stat improvements at each level. 4 & 5 changed things again & are also balanced differently owing to having multiple protagonists.

Yeah Majima makes EXP ez to farm, but I still prefer the Yakuza 0 system where u just farm Money and it's good for everything.
P.S. Kiwami 2 experience system looks fun btw , at least in my 15 hrs for now
