Getting severe screen tearing with fast-moving targets.

The game itself is reporting 350-500FPS, and I'm running it on a GTX970 and a Compaq WF1907, which has a 59.887Hz refresh rate. Tried locking the capping the framerate at 60fps, but there was no change in the severity of screen tearing. Anyone else have this issue?

Hello, have you tried to turn on V-sync?

It does fixes or at least markedly improve things, but my understanding was that it should be avoided because it causes latency. Since Kovaak's is meant to be an FPS trainer, I was hoping to avoid any unnecessary added latency if there were any other ways to fix the problem.
