Report a translation problem
I think I've narrowed down the problem though, it only appears to lag if there's any sound. I tried 1 wall 6 targets (small), which loaded from the last time with no sound and it played smoothly at a constant 119 fps. I enabled the killconfirmed sound for the targets just to test, and after every kill I would get like a .5-1 second delay before my cursor would then catch up.
I had your cpu before and i gotta say its not the best lol, your issue is either cpu or gpu related cuz sound gets processed through cpu and gpu, did you have a similar issue in any other games or just kovaaks ? i think its motly likely cpu related cuz steam uses extra cpu but still kovaaks shouldnt be enough alone to push that cpu so i cant tell. And maybe try overclocking the 8320 for better perfomance, it will help in other games as well (not kovaaks related but i thought it may help) :D

Correct, I did not have this issue in any other version that I've played. Although strangely enough, since I created a new shortcut to run the game without having to launch steam, it also seems like it's playing smoother, even with sound on in other scenarios like cata IC long strafes and 1 wall9000 targets.
Lol yes, it is an old CPU and a relatively old GPU, however the GPU still outperforms newer 1000 series GTX (minus the 1080 and 1070) and the CPU, well... If I could afford a new PC, I would certainly build a new one lol. But in order to play the games that I've been playing (Apex, formerly Overwatch, formerly WoW Classic, Quake Live, Starcraft 2, etc.) I haven't had any issues playing them at all, even with a 2mbps download speed (thank you ethernet over power technology). The only issue I used to have was in Overwatch where I couldn't connect to the voice chat or my microphone would just randomly stop working, however that seems to have stopped once I got a new sound card.
