What is the max amount of villagers that can live in my town?

Who has the shops?

Lasaurus has clothing and hair shop and Rosa has the realty shop (May have spelled that 1st name wrong).

Fiore comes with an addition to Sally's workshop,
that's why i meant "sorta", cause this one is not really a shop or a new shop, but Fiore is still not just a villager

hm ... maybe i was not quite right in my post
maybe you listed them all already & the shop owners are included in the 24
i am not sure, i personally am not particularly keen to know everything exactly
i know of two which i didn't meet

Looks like at least Timothy is missing because he is mentioned in some fishing guides and he can unlock the second fishing bait recipe.

i hope more villagers will be added
24 or whatever the exact current number is, seems to be a lot but when you play 6 saves & they repeat & you don't particularly like some of them, then the number seems still too low

I am wondering if I have already got all the villagers that can actually move to my village. I have done tons of quests after the 23rd villager moved in but no new villagers appear to Oma's inn. So that means I have 23 villagers plus 6 Hokko village staff (the list is at my previous message in this thread). I wonder if I evict 2 of the villagers can I then get the Cookie, Timothy and maybe some other missing villagers spawn and replace the evicted villagers with them?

Several of them. :) I have also updated many of the existing ones (the cheapest houses) to the most expensive houses while I am waiting if more villager's will appear at Oma's Inn. So now I have at least 3 empty houses, one is for storing paints, one is for storing crafted quest items (steel table, wood table, wood chair, light, etc, the items that the villagers constantly want), one is with bed and lantern so the next villager can move in it as soon as possible.

I talk to most villagers in each in-game day so I can finish as many quests as possible.

I am wondering if the game is glitching or do I have to evict some of the villagers to get the remaining villagers to appear at Oma's Inn.
