STEINS;GATE ELITE PC Steam Flashing Menu Bug

In any menu with multiple options, the selection of the option rapidly rotates among the options.

For example, in the first menu “New Game, Continue, Extra, Tips List, Config, Help”, the blue highlight moves from Help to Config to Tips to Continue to New and back to Help in a continuous cycle. The highlight moves about every 0.1 sec. I acts as though there were a stuck up arrow key.

I unplugged my keyboard (Logitech G15), mouse (Logitech G502), keypad (Logitech G13), and headset (Logitech G930) one at a time. The cycling pauses then restarts. It also pauses and then resumes when I plug the device back in. This does NOT appear to be a stuck key in any of my devices.

At the start when it says “PRESS ANY BUTTON” The games does NOT start until I manually hit a key. (If I had a stuck key, it would move on.)

Other programs do not display any unusual motion (for example posting this.)

By hitting the enter key it will correctly select the whichever is the highlighted option and enter that submenu.

I am able to (randomly) start a new game. As long as there is only one option I can progress normally.
The F8 quick save button responds. The F7 quick load button open a list of saved games that cycle between all save games slots.

Note: In game phone video appears to play normally.

An update....

I borrowed a Controller (ZD Game For Windows), which is a USB PS4 type controller for the PC.
After plugging it in to a USB port (all other USB devices are still connected) AND selecting it in the PAD setting dialog the problem goes away.
I don't need to actual use the Controller, the mouse and keyboard still work.
If I unplug the Controller and restart the game the problem comes back.
If I start the game with the controller plugged in and then unplug the controller while the game is running the game has NO problem.

Summary
PAD Setting = Logitech G13 Joystick = Fail,
PAD Setting = Controller (ZD Game For Windows)= Works!

Experiencing the same issue. Any chance there's a fix that doesn't involve other controllers? I tried my Steam Controller, but the above approach doesn't seem to work with it.

I don't know of any other workarounds. I stop looking when I found mine. Also, I have not heard any official response other than that they know about the issue.

Also have a logitech joystick installed.

...luckily for me just unplugging the joystick was enough. Whew.
