I borrowed a Controller (ZD Game For Windows), which is a USB PS4 type controller for the PC.
After plugging it in to a USB port (all other USB devices are still connected) AND selecting it in the PAD setting dialog the problem goes away.
I don't need to actual use the Controller, the mouse and keyboard still work.
If I unplug the Controller and restart the game the problem comes back.
If I start the game with the controller plugged in and then unplug the controller while the game is running the game has NO problem.
Summary
PAD Setting = Logitech G13 Joystick = Fail,
PAD Setting = Controller (ZD Game For Windows)= Works!
Also have a logitech joystick installed.
