It didn't got approved yet.
Despite popular believe Valve actually does some quality control. The game either didn'Twent through it yet or had issues thatneeded fixing.

i wouldn't be surprised when the 25th of july comes and STEAM ends up delaying it again, if their going to stuff around like this with the release date, then don't bother releasing it at all
